Itinalaga ni Pangulong Rodrigo Duterte si Social Welfare Undersecretary Emmanuel Leyco bilang officer-in-charge ng Department of Social Welfare and Development.

Si Leyco ay kasalukuyang DSWD Undersecretary for Finance and Administration. Isa rin itong professor sa Asian Institute of Management.

Si Leyco ang mangangasiwa sa DSWD habang naghahanp si Pangulong Rodrigo Duterte ng ipapalit kay dating DSWD Secretary Judy Taguiwalo na ni-reject ng Commission on Appointments noong nakaraang Linggo.
