Pinirmahan na ni Pangulong Benigno Aquino III bilang ganap na batas ang Republic act 10708 o mas kilala na Tax Incentive Management and Transparency Act o TIMTA.

Ayon kay Presidential Communications Sec. Herminio Coloma Jr., layunin ng batas na maisulong ang fiscal accountability at transparency sa paggawad at pangangasiwa ng mga tax incentives.

Ito ay sa pamamagitan ng pagbuo ng hakbang para masukat ang fiscal exposure ng gobyerno sa iginawad na insentibo.

Bukod dito, mabibigyan nito ng kakayahan ang pamahalaan na mabantayan, pagaralan at i-analyze ang epekto nito sa ekonomiya.

Dahil dito aniya, mas masasagad ang social benefits ng mga katulad na insentibo.

“President Aquino has signed into law RA 10708, “The Tax Incentives Management and Transparency Act” TIMTA. This law seeks to “promote fiscal accountability and transparency in the grant and management of tax incentives by developing means to measure the government’s fiscal exposure on these grants and to enable the government to monitor, review and analyze the economic impact thereof and thereby optimize the social benefit of such incentives.” pahayag ni Coloma.
