House of Representatives, Philippines – Pasado alas-5 na ng hapon dumating sa Batasang Pambansa si Pangulong Rodrigo Duterte dahil sa masamang lagay ng panahon.

Isang oras at 33 minuto naman tumagal ang kaniyang talumpati para sa kaniyang Ika-Apat  na State of the Nation Address (SONA).

Sa ika-apat na pagkakataon, ang paglaban sa katiwalian at iligal na droga ang ilan sa mga highlight ng kaniyang ulat para sa bayan. Tinanong niya ang kaniyang sarili at ang taumbayan kung kailan matatapos ang katiwalian sa gobyerno.

“Honestly, I have identified the enemy who dumped us into this quagmire we are in. I have met the enemy face-to-face and sadly, the enemy is “us.” We are our own tormentors  addressing the filipino people — we are our own demons find corruption everywhere in government with every malefactor watching his cohort’s back in blatant disregard of his oath when he assumed public office.for every transaction, a commission; for every action, extortion; and a request that goes on and on – endlessly and shamelessly.” ani ni Pangulong Rodrigo Duterte.

Maski ang sarili niyang administrasyon, isinama niya sa kaniyang sinermunan pagdating sa isyu ng hindi maayos na serbisyo para sa mga mamamayan.

“We are long on rhetorics but short on accomplishments. It’s either you congress or — even the executive department and maybe me. So i am here to rectify my own error. That is why, i implore those who occupy positions of power and authority, to let your deeds and accomplishments do the talking. Lead by example” ani Pangulong Rodrigo Duterte.

Kabilang sa pinangalanan ng punong ehekutibo ang Landbank of the Philippines na ipa-aabolish niya kung di gagampanan ang tungkuling tulungan ang mga maliliit na magsasaka.

“Asking now Congress, ‘pag wala sila  if there is no viable plan for that for the farmers and it is just all commercial transactions, might as well abolish it” ani  Pangulong Rodrigo Duterte.

Muli namang hinikayat ni Pangulong Duterte ang kongreso na isulong ang panukalang ibalik ang death penalty sa mga heinous crimes kaugnay ng iligal na droga at plunder.

“I respectfully request congress to reinstate the death penalty for heinous crimesrelated to drugs, as well as plunder.” ani Pangulong Rodrigo Duterte

Samantala, nag-lecture sa sona ang punong ehekutibo hinggil sa kaniyang posisyon sa West Philippine Sea at nanindigang sa atin ito. Darating din ang panahong pipigilan ang ibang mangisda sa ating Exclusive Economic Zone (EEZ).

Subalit ngayon, di niya ipapadala ang mga tauhan ng pulisya at militar sa West Philippine Sea upang maiwasan ang gulo bagkus isinusulong niya ang pagkakaroon ng diplomatikong negosasyon partikular na sa China.

Nangatwiran naman ang Presidente na ang pagpahintulot niya sa china na makapangisda sa EEZ ay dahil sa pagmamay-ari natin ang West Philippine Sea at isinasaad na rin ito sa arbitral ruling.

“Our ownership of the Philippine,  west philippine sea is internationally recognized. However, both the united nations convention on the law of the sea (unclos) and the arbitral award in the case of people republic of the philippines vs. People’s republic of china” recognize instances where another state may utilize the resources found within the coastal state’s exclusive economic zone.” Ani Pangulong Rodrigo Duterte.

Sa ibang isyu, nagbabala rin ang pangulo sa mga lokal na pamahalaang higpitan ang pagpapatupad ng batas laban sa mga sumisira sa kalikasan.

“There are those who violate environmental rules. I am giving due notice to the lgus and other stakeholders, kayo po, of tourist destinations to take extra steps in the enforcement of our laws and the protection of our environment.”ani Pangulong Rodrigo Duterte.

Sa isyu ng peace order, hiniling naman nito sa bangsamoro transition authority na pabilisin ang transition sa regional government sa Bat nagtalaga rin ito ng mga cabinet member na tututok sa bawat rehiyon sa pamamagitan ng national task force to end local communist armed conflict.

Samantala, kaugnay ng kaniyang legislative agenda, hinikayat nito ang kongresong ipasa ang magna carta for barangays at ipagpaliban ang may 2020 barangay at sangguniang kabataan elections sa October 2022.

Gayundin ang nalalabing packages ng kaniyang Comprehensive Tax Reform Program, bagong bersyon ng Salary Standardization Law kung saan kabilang din sa tataasan ng sweldo ang mga guro at nurses, Rightsizing sa National Government, panibagong bersyon ng panukalang bubuo sa Coconut Farmers’ Trust Fund, National Defense Act, Unified Personnel Separation, Retirement, and Pension Bill, Mandatory ROTC sa Grades 11 and 12, mga panukalang reresolba sa water shortage, magpapaigting ng fire protection, magtatag ng Department of Disaster Resilience at National Land Use Act.

Sa huling bahagi ng ika-4 na sona nito, binigyang-diin ng pangulo na wala siyang sisisihing iba sa mga hindi nagawa sa ilalim ng kaniyang administrasyon kundi ang kaniyang sarili at nangakong ipagpapatuloy ang trabaho hanggang sa huling araw ng kaniyang termino.

“But i will not stop until i reach the finish line. Then and only then shall I call it a day. Our goal for the next three years is clear: a comfortable life for everybody, all Filipinos.” ani Pangulong Rodrigo Duterte
